The Department of Human Relations and Human Resources - Training and Skills Development Department is recruiting:
A Project officer
For a one-year fixed-term contract renewable full-time
Context :
The Université libre de Bruxelles is one of the largest employers in the Brussels-Capital Region, with over 6,000 employees (excluding the Erasme Hospital) and nearly 38,000 students. Its main missions are teaching, research, and service to the community.
The position is based within the Training and Competence Development Service, part of the ULB Human Resources Department. It operates in direct connection with the European project CROSS (Career Management Services for European Talents), funded by Horizon Europe. This project aims to strengthen transversal skills and the employability of researchers in Europe. ULB plays a leading role in the development of transversal training and the deployment of self-assessment tools.
This function is part of the valorisation family D in the ULB's internal mapping.
Essential missions:
1. Analysis and Development of Training Programs
- Continue and deepen the mapping and evaluation of transversal training programmes, building on previously initiated work.
- Recruit, support, and assist 5 to 8 European research institutions to test an AI-based diagnostic tool.
- Aggregate, clean, and analyse data collected during the pilots to identify common gaps in transversal training across Europe.
- Identify strengths, gaps, and skill development needs, and propose solutions for improvement.
- Contribute to the drafting of deliverables, particularly on the mapping methodology and strategic roadmaps for strengthening institutional programmes.
2. Deployment of digital tools
- Participate in the development, adaptation, and deployment of digital tools intended for the evaluation and management of training programmes (e.g., self-assessment tools, learning platforms, dashboards).
- Collaborate on the collection, processing, and analysis of data from tool tests and deployments in partner institutions.
- Contribute to technical documentation and the dissemination of methods and results within the consortium and to ULB's internal services.
3. Intersectoral Mentoring and Network Building
- Design and pilot an intersectoral mentoring program at ULB, pairing early-career researchers with mentors from the non-academic sector (e.g., industry, government, non-profit organizations).
- Recruit mentors from the Brussels ecosystem and manage the mentoring cycle (e.g., matchmaking, follow-up, evaluation).
- Collect qualitative and quantitative feedback to feed into the evolution of the project's mentoring handbook.
- Establish and maintain an intersectoral network in Brussels, mobilizing European university alliances and partner networks to create new formal and informal partnerships.
4. Events, Dissemination, and Policy Outreach
- Plan and organise at least two intersectoral events (e.g., career days, skills fairs, etc.) in Brussels.
- Promote the self-assessment tool and mentoring services to researchers.
- Carry out 1 to 3 awareness-raising activities targeting Belgian policymakers, including invitations to events or requests for feedback on project results.
- Contribute to the production of local communication content and represent ULB at European dissemination events.
5. Cross-cutting Support and Dissemination
- Participate in the creation of resources supporting researchers' career development and their integration into institutional systems (HRS4R, doctoral training, etc.).
- Contribute to the valorisation and dissemination of project results at the European and institutional levels.
- Participate in consortium working and follow-up meetings and support the preparation of periodic reports.
Profile:
- Hold a master's degree in education sciences, public policy, innovation management, human and social sciences, educational technologies, or a related field, recognized by the FWB.
- Knowledge of competency frameworks for researchers (ResearchComp, Vitae RDF) is required.
- Experience in the development or implementation of training programmes, digital learning tools, or career guidance services is required.
- Experience in managing European (Horizon Europe) or international projects is an asset.
- Experience in coordinating mentoring programs or managing intersectoral networks is an asset.
- Individuals holding a foreign diploma and/or an equivalence from the Flemish Community must obtain an equivalence of their diploma from the Fédération Wallonie-Bruxelles: (Accueil - Diplômes de l'Enseignement Supérieur)
General and job-specific knowledge and skills :
Required :
- Proficiency in English (minimum C1 level) for report writing and international collaboration.
- Skills in instructional design and knowledge of educational technologies (LMS, Moodle, online learning platforms).
- Excellent analytical, synthesis, and writing abilities.
- Autonomy, organisational skills, and ability to work in an international team.
