A public-sector organization undergoing a major transformation and the creation of a new federal structure is seeking a highly experienced Enterprise Architect / Business Architect to support strategic and tactical architecture initiatives.
The objective is to professionalize data exchanges between internal applications and external stakeholders, improve reporting capabilities through a centralized data layer, and contribute to the definition of a common target architecture aligned with a large-scale inter-organizational digital transformation program.
The selected consultant will play a key role in documenting the current architecture landscape, defining future-state architectures, improving architecture governance and documentation, and identifying synergies across multiple organizations and transformation initiatives.
Missions: Enterprise & Business Architecture
Establish a comprehensive Business Architecture framework.
Act as the bridge between business stakeholders and the application/data architecture layers.
Support strategic and tactical decision-making.
Develop and maintain Business Capability Maps.
Application Architecture
Perform a complete inventory of the existing application landscape.
Analyze and document the current-state (AS-IS) application architecture.
Define the target-state (TO-BE) application architecture.
Assess application interdependencies and integration requirements.
Data Architecture
Identify and document all data flows across the organization.
Map relationships and interfaces between applications.
Analyze internal and external data exchanges.
Design and propose a Centralized Data Layer to streamline data sharing and integration.
Support data consolidation and reporting initiatives.
Optimize data exchange mechanisms across the organization.
Work in alignment with existing Azure Data Warehouse and Power BI environments.
Collaborate with technical and data stakeholders to ensure architectural coherence.
Architecture Governance & Documentation
Review and assess existing architecture documentation.
Identify documentation gaps and inconsistencies.
Define and execute an action plan to bring architecture documentation to the required maturity level.
Improve architecture governance practices and standards.
Transformation & Strategic Alignment
Analyze architectural synergies and gaps across internal programs and external transformation initiatives.
Identify optimization opportunities between existing architectures and broader transformation programs.
Contribute to the definition of a shared target architecture across multiple entities.
Support organizational transformation initiatives linked to the creation of a new federal structure.

Review and improve architecture documentation.
Facilitate collaboration between business, data, and technical stakeholders.
Participate in architecture alignment workshops.
Define architecture roadmaps and transformation recommendations.
