Aiming to have Belgian airspace available as much and as widely as possible where and when skeyes needs it most, by:
- ensuring direct guidance of the Traffic Managers in their operational decisions when aligning traffic load, the actual ATCO resources and the available parts of the Belgian airspace;
- ensuring the process from the post-operational analyses to the recommendations and action points in response to past occurrences, events and problem situations;
- analysing with a view to strategic and pre-tactical initiatives to improve the overall capacity for the processing of air traffic volumes/load;
- leading – in the framework of ASM (Airspace Management) - the Airspace Management Cell (AMC) for Belgium as representative of the ‘civil’ partner in this forum in a continuous interaction with the military representatives.
- Internal support
Supporting the ongoing operations through guidance of, instructions to and follow-up of Traffic Managers in their operational decisions with the aim of ensuring the optimal conduct of operations and solving problems. This includes among others:
- systematically following up and adjusting the Flow Management Positions (FMP);
- guaranteeing maximum availability, on-site & remote, to ensure adequate control of Traffic Management decisions in case of unforeseen complex situations.
- Process management
Ensuring post-operational analyses, consultation & reporting, including recommendations and action points in response to past events, problem situations and exceptional occurrences with the aim of providing all parties involved with points of improvement and solutions. This includes among others:
- providing reconstructions on paper;
- explaining the steps taken and decisions made with their impact.
- Continuous improvement
Making analyses with the aim of strategic and pre-tactical initiatives, ensuring the development & provision of tools, procedures, training and harmonisation initiatives within the framework of Airspace Management and the shared use of Belgian airspace with the military partners with the aim of improving the overall capacity for the processing of air traffic volumes/load. This includes among others:
- developing the ultimate data model with the correct definitions and relationships between the relevant data required for all ATFCM related or based actions, analyses, decisions and reporting.
- Identification of needs
Identifying operational & pre-tactical needs for ICT tools, access to technical operational data, procedures & instructions with the aim of validating, prioritising these solutions and work tools and a strategic action plan and ensuring project-based development and implementation.
- Training programme management
Ensuring the necessary training programmes and awareness initiatives for skeyes/DGO/ATS inhouse team with the aim of increasing the global knowledge level, in the first place among all supervisors but equally at Ops management and even among ATCOs and of having the operational processes more inherently and more strongly based on a correct ATFCM oriented policy.
- Interaction with external working groups/organisations
Representing skeyes in international forums that are of strategic importance to DGO, depending on his/her abilities, with the aim of keeping up to date with important developments in his/her working domain, reporting useful information and evaluating the situation of other administrations. This includes among others:
- representing skeyes at the Network Manager forum, FABEC…
- leading the Airspace Management Cell (AMC) for Belgium as representative of the ‘civil’ partner in this forum;
- ensuring the follow-up, elaboration, validation and negotiation of strategic decisions and interaction between the military and civil parties controlling and using airspace;
- Day-to-day airspace management
Monitoring and optimising day-to-day airspace management in continuous interaction with the military partner, which is crucial for the positive and operational opportunities of skeyes with the aim of making Belgian airspace available where and when it is most needed for skeyes.
- People management
Organising and planning the division of responsibilities and of works and monitoring their realisation; leading, developing, managing and coaching the department, with the aim of making the most of the competences, skills and know-how to work as a performant team.
- Achieving of objectives
Ensuring that everyone fulfils their commitments and that all points that transcend the various (partly) responsible persons are dealt with, with the aim that problems are effectively and adequately addressed and coordinated in the teams.
