The Contract Manager serves as the Contractor's primary onsite management representative and is responsible for the daytoday performance, compliance, and quality control of Army Community Services (ACS) Consolidated Services at USAG Vicenza. This role acts as the single point of contact for the Government Contracting Officer's Representative (COR) regarding contractual execution and service delivery across all functional areas.

Serve as the primary Contractor representative for all contract matters related to daily operations

Ensure performance of all services in accordance with the Performance Work Statement (PWS) and Quality Control Plan (QCP)

Maintain continuity and stability of the workforce across all ACS service functions

Monitor staffing levels, schedules, and service coverage to ensure uninterrupted support

Maintain regular communication with the COR and provide responses within 2–4 hours during duty hours

Attend postaward conferences, progress meetings, and ad hoc coordination meetings as required

Coordinate resolution of performance issues, customer concerns, and quality deficiencies

Ensure all deliverables, reports, and documentation are submitted on time

Implement and enforce the approved Quality Control Plan (QCP)

Ensure contractor personnel complete all mandatory training requirements

Monitor compliance with security, access control, CAC, and installation procedures

Oversee proper documentation, reporting, and record retention

Supervise functional leads and contractor staff supporting ACS services

Coordinate onboarding, badging, training, and offboarding of contractor employees

Ensure contractor personnel identify themselves properly as nongovernment employees
Experience:

Minimum two (2) years of relevant experience in similar ACS, community services, or administrative support functions
Language Proficiency:

Level 4 Fluent in both English and Italian (oral and written)

Familiarity with U.S. Army garrison operations preferred
