Skills, knowledge, experience required:
- Being designated by the Contractor as Delivery Manager and/or Technical Lead;
- Being allowed to combine Delivery Manager and Technical Lead roles into one person, subject to Purchaser approval;
- Being suitably qualified to undertake both roles if combined;
- Providing suitably qualified manpower and resources to support the requirement;
- Using qualified and experienced technicians/engineers for installation and commissioning when required;
- Holding nationality of a NATO member state when required under competed Task Orders;
- Complying with NATO security regulations in force, including personal security clearance requirements when specified in a Task Order;
- Holding NATO SECRET (S3CRET) clearance when required by the Task Order Statement of Work;
- Ensuring compliance with Supply Chain Security obligations defined in the Contract;
- Supporting Quality Assurance in accordance with referenced standards, including AQAP series, ISO standards, STANAGs, and TIA‑942‑C.
Duties/role:
- Directing and coordinating the activities of the Contractor’s project team for the entire duration of the Contract;
- Acting as the Contractor’s primary interface to the Purchaser’s representative;
- Being responsible for all deliveries to sites according to Task Orders issued under the Contract;
- Coordinating day‑to‑day equipment delivery activities, including orders, customs, notifications, transport, shipment, receipt, and accounting;
- Exercising technical obligations under the Contract;
- Supporting installation activities at Purchaser locations under the direction of Purchaser personnel when specified in a Task Order;
- Ensuring certified installation and professional services technicians from the equipment manufacturer or vendor are used for installation and commissioning;
- Ensuring delivered hardware and services comply with Task Order Statements of Work and associated technical documentation;
- Ensuring compliance with Supply Chain Security requirements;
- Ensuring hardware integrity and protection from malicious tampering up to delivery and acceptance;
- Supporting ad‑hoc spot checks and audits of supply chain security measures when requested by the Purchaser;
- Ensuring replacement of rejected hardware at no cost to the Purchaser when non‑compliance or tampering is identified;
- Participating in project meetings in accordance with Contract provisions;
- Preparing and submitting draft meeting minutes within five business days of meetings;
- Documenting topics, discussions, decisions, action items, and schedules in meeting minutes;
- Attending the kick‑off meeting after Contract Award when invited by the Purchaser;
- Supporting discussion of key personnel, KPIs, shipment deliveries, and contractual conditions during the kick‑off meeting;
- Supporting performance measurement at Task Order level aligned with NCIA internal SLAs.
